I think, where there's evidence that the PEDs have long-lasting benefits, how can it be fair to do anything else but ban people longterm?

If we're talking a shooter on beta-blockers (which AFAIK don't provide benefits 2 years on!) then it's more subtle - larger issues - trust & so on.

There may come a time when steroids and other PEDs will not be considered unethical. Once upon a time coffee was banned in every European country. Today it's one of the world's largest commodities.
